DURBANVILLE, Western Cape — Fonster, a home services platform connecting Western Cape homeowners with vetted contractors, has published a comprehensive guide to the Plumbing Certificate of Compliance (Plumbing COC) — the legally required certificate that must be in place before any residential property in the City of Cape Town can be transferred.

Why Plumbing Compliance Delays Property Transfers

The guide, available free from Fonster, comes in response to a consistent pattern the company observes among property sellers: the majority discover compliance issues only after signing an Offer to Purchase, when time pressure from the buyer makes remediation costly and stressful.

Under the National Building Regulations and City of Cape Town municipal bylaws, a valid Plumbing COC — issued by a registered master plumber — must be provided by the seller before the Deeds Office will register a property transfer. The certificate is valid for three years, provided no changes are made to the plumbing installation.

Critically, the certificate can only be issued by a plumber registered with the Institute of Plumbing South Africa (IOPSA). A general plumber or handyman cannot issue a legally valid COC.

Common Failures And What Sellers Can Expect

Fonster's guide identifies the failures seen most frequently during Western Cape inspections:

  • Missing or incorrectly routed geyser overflow pipe — the pressure and temperature relief valve must discharge safely outside the building, not into the ceiling space
  • No geyser drip tray — many older installations were never fitted with one
  • Corroded galvanised supply pipes — common in homes older than 30 years
  • Continuously running toilets — a compliance issue under water conservation bylaws
  • Missing pipe insulation on the first metre of hot water pipework from the geyser

"The good news is that most failures aren't expensive disasters," said Fonster spokesperson Wouter Olwagen. "They're compliance items — a missing overflow pipe, an absent drip tray, a running cistern. The majority are fixed within a day or two. The problem is that sellers find out about them at the worst possible time."

Inspection fees for a standard residential property typically range from R1,200 to R3,500. Bringing a non-compliant geyser installation up to standard — including a drip tray, overflow pipe, insulation, and isolator valve — typically costs between R2,500 and R5,500.

More significant work, such as replacing corroded galvanised supply pipes throughout an older home, can cost between R8,000 and R20,000 or more.

Practical Advice For Property Sellers

Fonster recommends that sellers arrange a Plumbing COC inspection before listing their property or as soon as a serious offer is received — not after the Offer to Purchase is signed.

The guide also advises allowing a two-week buffer between the inspection and the target transfer date, even if the property is expected to pass.
