Feed Our Kids Movement Supports the BELA Bill for the Benefit of South Africa’s Children

As Feed Our Kids Movement, we fully support the signing of the Basic Education Laws Amendment (BELA) Bill by President Cyril Ramaphosa. This bill presents a crucial opportunity to improve education in South Africa, particularly in rural communities. While political debates have surrounded the bill, we focus on its positive impacts on the education system and, most importantly, on the lives of children.

Key Provisions of the BELA Bill

The BELA Bill introduces several significant changes, such as making Grade R mandatory for all children, increasing oversight in homeschooling, and improving school governance. These reforms are crucial for enhancing the quality of education in South Africa and addressing the country's most pressing educational challenges.

One of the most important provisions is making Grade R compulsory. By requiring all children to start school earlier, the government is laying the foundation for future academic success. Research shows that early childhood education is essential for cognitive development, and by making it mandatory, the bill ensures that children from all socio-economic backgrounds have access to early learning benefits. This is particularly important for children in rural areas, where learning gaps are often wider.

Strengthening School Governance

The BELA Bill also enhances the role of School Governing Bodies (SGBs), promoting transparency, accountability, and inclusivity in school leadership. This will foster greater community involvement, which is vital for creating environments where children can thrive.

South Africa’s education system faces many challenges, particularly in rural and economically disadvantaged areas. The recent focus on addressing issues with the National School Nutrition Programme (NSNP) highlights some of these struggles. We support efforts to modernise and centralise this programme to ensure that it reaches the 10 million children who rely on it for daily nutrition.

Importance of Nutrition and Education

By making Grade R compulsory, the bill ensures that children receive structured, high-quality education earlier in life. This will have long-term benefits, including higher matriculation rates, improved literacy and numeracy, and better preparation for tertiary education and the workforce.

We urge the department and Minister Siviwe Gwarube to prioritise centralising the NSNP under the national department. Any disruption, such as the minister’s recent decision to halt the programme, raises concerns about whether political agendas are being prioritised over the well-being of children. Minister Gwarube should prioritise children's needs and avoid further delays in delivering this essential support.
