South Coast Tourism and Investment Enterprise Welcomes Dynamic New CEO, Dr Sibiya, to Lead Investment and Tourism Growth

South Coast Tourism and Investment Enterprise (SCTIE) is proud to announce the appointment of Dr Sibiya as its new Chief Executive Officer, marking a new era of innovative leadership aimed at transforming the KZN South Coast into the premier investment and tourism destination of the region.
With over 13 years of experience in both public and private sectors, Dr Sibiya brings an impressive background in accounting, development economics, finance, and investments. He holds multiple prestigious qualifications, including a Postgraduate Diploma in Public Management and Governance (Cum Laude), an MBA in economics, a Master of Finance and Investments, and a PhD in Business Administration.
Strategic Vision and Goals
Dr Sibiya’s leadership aligns with SCTIE’s strategic vision to elevate the KZN South Coast as the leading investment and tourism hub in the region. His primary objectives are to:
- Diversify investment portfolios by identifying and packaging lucrative opportunities.
- Create an investor-friendly environment, positioning the South Coast as a top destination for both local and international investors.
- Expand the tourism sector by increasing visitor numbers and enhancing the geographical spread of tourists across the region.
- Leverage world-class infrastructure to maintain the region’s global competitiveness.
Focus on Eastern Seaboard Development (ESD) and Regional Growth
Dr Sibiya’s leadership will focus on fostering regional integration and sustainable growth, particularly through the Eastern Seaboard Development (ESD) and the District Development Model (DDM). His strategic involvement aims to drive nodal developments and stimulate economic growth by tapping into the natural resources and cultural wealth of the region.
SCTIE Board Chairman, Mr Sandile Dlomo, shared his enthusiasm:“We are excited to see how Dr Sibiya will guide the South Coast into a new era of growth. His leadership will undoubtedly contribute to the realisation of our ambitious goals for both investment and tourism.”
Building a Local Inclusive Tourism Economy
A key priority for Dr Sibiya is creating an inclusive tourism value chain that supports emerging businesses. His vision is to empower small to medium-sized local enterprises, such as basket weavers and traditional artisans, by providing access to national and international markets.
“Our aim is to ensure that local businesses benefit from the growing tourism sector,” said Dr Sibiya. “We will create a comprehensive database of individuals and enterprises involved in the tourism value chain to ensure their inclusion and success.”

Founded to fill a gap in marketing and investment attraction for the Ugu District Municipality, SCTIE is poised for a bright future under Dr Sibiya’s leadership. His guidance will steer the organisation through its three-pillar cycle of investment promotion, participation, and aftercare, ensuring sustainable growth for the region.
