The South African Road Federation (SARF) strongly welcomes the Concourt decision thate-tolling for the Gauteng Freeway Improvement Project may go ahead. The SARF has long contended that tolling is an integral part of a mixed-financing approach owards the provision of the country's much needed road network and that in metropolitan areas the only way to implement this philosophy is through electronic recognition of motor vehicles.

The SARF also previously pointed out that e-tolling has many other traffic management relatedand security benefits and that the system proposed for use on the Gauteng freeways is also used in other countries. In addition SARF pointed out some time ago that the UK Minister of Roads had stated that such a scheme is likely to be implemented on the London peripheral road system, the M25.

The Federation congratulates SANRAL on ensuring that the South African National Road ntwork is being provided in an effective and efficient way in line with world best pactice. It also takes note that despite the recent politically motivated utcry SANRAL consulted extensively on the proposed system some years ago, and efore construction commenced.

Finally SARF xpresses its confidence in the endeavours of the Ministries of Finance and Tansport as well as SANRAL in its approach to providing a sound primary road etwork which is essential to the country's social and economic development.
